A. Conditions Requiring Plan Implementation

This plan shall be implemented in the event of any reactor accident which potentially could result in release of significant amounts of radioactivity to the atmosphere. In all other events, the measures outlined in the health physics manual shall apply. Any questionable reactor trend or condition which could potentially result in a significant release of radioactivity to the atmosphere shall require the immediate implementation of this emergency plan.

B. General Plant for All Cases

1. The condition reported shall be investigated immediately by the Control Room Engineering Officer who shall evaluate the situation and report his observations and recommendation to the Deck Officer in charge.
2. The Deck Officer in charge shall make the decision whether to invoke an emergency plan and/or course of corrective action.
3. Assuming the Deck Officer decided to invoke the emergency plan, the specific emergency steps presented herein are placed into effect immediately.
4. The radiation alarm shall be sounded and assigned crew members shall assume their emergency duties immediately. These duties are outlined in Appendices at the end of this plan. The radiation alarm consists of one short, one long, and one short ring on General Alarm Bells, the group to be repeated five (5) or more times.
5. On-shore emergency authorities shall be notified immediately. IF the ship is in territorial waters, tugs and U.S. Coast Guard assistance are to be requested immediately.
6. The health physics representative is an advisor to the Deck Officer in charge. When in port areas, all pilots, tug crews, and the Evacuation Director are responsible to the Deck Officer.

C. Emergency Plan At Dock

1. Assigned emergency personnel will begin evacuation of ship of all but assigned essential emergency team immediately.
2. The Evacuation Director at the port shall begin evacuation of the Evacuation Controlled Zone immediately through all available exits. Egress shall be by walking only unless specifically set up otherwise in the specific Port Operation Plans.
3. The Besler boilers shall be started immediately.
4. The reactor control crew shall employ every means at their disposal over and above the emergency procedures to prevent the release of radioactive material from its normal confines.
5. The engine room crew shall warm the main engines preparatory for ship removal. This shall be done with reactor steam until the Beslers are on the line.
6. Upon arrival of the tugs and pilot, undocking shall begin immediately following final clearing of unnecessary personnel from the ship.
7. No delay in removing the ship for such activities as removing gangways or other lines, hoses, telephones, etc., will be permitted.
8. Upon undocking, the ship shall be moved, bow first if this is most expeditious to the prearranged remote area under combination tow and self-propulsion at maximum speed attainable.
9. If tugs have not arrived within one half the time associated with the Evacuation Control Zone, the ship will be undocked by the main engines.
10. All people evacuated from the ship, controlled zone, and evacuation zone shall be directed to a common remote staging area for identification, medical attention, and monitoring.
11. All areas so evacuated including the evacuation route of the ship shall be monitored prior to return of the people or being declared unrestricted.

D. Emergency Plan In-transit in Port Area

1. Begin evacuation of the ship of all but the assigned emergency team immediately by means of lifeboats.
2. To ensure ship control and removal, if the tugs are accompanying, call tugs alongside immediately and secure to the ship. The tugs would stop the ship and tow to the prearranged areas as expeditiously as possible. If tugs are not present, the operable ship's reversible auxiliary source of propulsion power shall be started up.
3. If the ship becomes immobile for any reason after the accident and a thread of hazard is presented to people in adjacent areas, the Evacuation Director shall immediately initiate evacuation of an Evacuation Control Zone around the ship.
4. The Besler boilers shall be started and steam applied to the main engines for assisting ship movement whether is be ahead or astern.
5. The provisions of Sections C-10 and C-11 shall also be met.

E. Emergency Plan at Sea

1. Begin immediately movement of all non-essential personnel to remote areas of the ship as advised by the health physicist and directed by the Deck Officer in charge.
2. Upon arrival of assistance craft called for, evacuate all non-essential personnel to these other craft via lifeboat or other means.
3. The take home motor shall be engaged for propulsion and maintaining steerage way.

F. Emergency Duties of Personnel (See Appendix I & II)

1. Mandatory Minimum for Engineering Personnel.
- a. Investigate and evaluate occurrence and report to bridge.
- b. Shut down reactor.
- c. Ensure that all personnel are out of reactor compartment.
- d. Visually survey for all openings into reactor compartment and close if found open.
- e. Isolate containment.
- f. Ensure reactor compartment is under negative pressure.
- g. Ensure 750 diesel generators are on line and transfer load.
- h. Start lower void flooding.
  [The water in the lower void will act as a heat sink to the sea for the containment vessel. See discussion in EOP #1.]

Extra Measures which will be taken by Engineering Personnel.

a. Leave main steam stop valves open and use steam for engine warming, propulsion, or turbine generator operation as long as possible.
b. Close primary gate valves and stop circulating pumps. Start emergency cooling system.
c. Bypass the 50 psi differential pressure controller to buffer charge pumps and continue to inject water into core through buffer seals at 2000 psig differential pressure as long as possible.
d. Transfer water from waste tanks to buffer seal surge tanks as necessary to continue core injection.
e. Maintain full makeup flow at 2000 psig differential pressure to primary system.
f. Maintain full makeup flow to the buffer seal surge tank as to the intermediate cooling system from the secondary system.
g. Add water to the primary purification system at maximum rate through the purification filter backflush lines.
h. All such water addition to be continued until the deaerating feedwater tank and distilled water tanks are exhausted.
i. Inject through the reactor compartment lower void and containment vessel CO2 injection system fresh water from the combined condensate pump discharge.

G. Health Physics Functions to be Performed

1. The Health Physicist to report to Deck Officer in charge immediately to act as advisor to him.
2. Reactor team chief to monitor the area surrounding the reactor compartment and cover emergency reactor team in their operation.
3. Engine room chief to monitor engine room and cover control room and engine room team.
4. Deck officer to monitor deck areas covering passengers and evacuation team on ship.
5. Deck officer of line handlers to monitor main deck covering tug and deck crew performing undocking and moving of ship.
6. Shore evacuation supervisors to monitor dock and controlled zone on shore and cover site evacuation team.
7. Off-site emergency team to monitor all persons evacuated at the staging area.
8. Off-site emergency team to survey all evacuated areas to determine status prior to allowing populace to return.
9. Inhalation masks with monitoring film will be supplied to each tug if their use is necessary. All such equipment will be returned to the ship for reading of the film.

Appendix I

Station Bill for Removal of Ship From Dock

In Event of a Significant Radiation Hazard

1. This Bill is based on the Radiation Emergency Station Bill being effected initially.
2. This Bill will be put into effect by the Deck Officer in Charge.
3. All persons not involved in the ship's removal will be evacuated.
4. Personnel remaining abort shall stand by in an area designated by the Deck Officer in Charge when not required elsewhere on the ship.
