This plan shall be implemented in the event of any reactor accident which potentially could result in release of significant amounts of radioactivity to the atmosphere. In all other events, the measures outlined in the health physics manual shall apply. Any questionable reactor trend or condition which could potentially result in a significant release of radioactivity to the atmosphere shall require the immediate implementation of this emergency plan.
